I enclose three copies of the formal application by the Vice-Chancellor of the University of Hong Kong for assistance from the Colonial Development and Welfare funds in accordance with the procedure set out in your circular despatch of 15th November 1948.

The sketch plans for schemes II, III, IV and V have been sent by the Vice-Chancellor direct to the Inter- University Council for Higher Education in the Colonies.
